Надо разгружать.
- если отрисовщик madVR, то снизить его настройки или выбрать другой отрисовщик. Плеер MPC-HC меню Вид > Настройки... > Вкладка Вывод
- если включен NVOF, то отключить. SVP меню Настройки > Ускорение GPU
- там же можно вообще ускорение GPU отключить для проверки как нагрузка с GPU на CPU перекладывается
"Strikethrough font" is used for non recommended formats. They show if you press button "Show another and hidden formats". All formats must work.

Буфер кадров (назад/вперед) предназначен для хранения декодированных кадров, которые могут потребоваться Avisynth-скрипту. Качество эта настройка не увеличивает. С правильными значениями настройки плавность работает корректно, с неправильными - увидите перемигивание кадров, либо отсутствие плавности. Если используется SVP 4 PRO, то этой настройкой он управляет автоматически. Пользователю нет необходимости изменять эти значения.
Задержка (мс) не присутствует для изменения в ffdShow и Avisynth Filter. Предположу, что это персональная настройка проигрывателя potPlayer. Вероятно, влияет на опережение или отставание видео от звука. Могу ошибаться. Вы вполне можете покрутить - проверить. Но на качество повышения плавности это тоже не повлияет, только на синхронизацию видео со звуком.
for current SVP version the answer is NO.
These block sizes are not implemented. 8x8 is smallest block size.
You can adjust frame size before transcoding.
1. Open your video in video payer and start playback with SVP. Move your player window to your device with resolution 5760 by 5760.
2. Go to SVP Control Panel > Frame size tab > Select option Decrease to screen > return to any other tab, for example Video profiles tab to apply new frame size.
3. Go to SVP Control Panel > Transcoding tab > Click Browse... button and seelect your video file > You must see how resolution and framerate will be changed in your case (see picture)

Try to open video with SVP menu: Open file via mpv...
Transcoding consists of processes. Each process can be HW accelerated:
- decoding (HW decoder);
- frame interpolation with SVP (GPU acceleration + NVOF*, RIFE*);
- encoding (software, QuickSync, CUDA).
*NVOF and RIFE are available to RTX3080 only. GTX1650 is not support NVOF (and RIFE): https://www.svp-team.com/wiki/GPU_Compatibility
If you wil use software encodig then speed will be limited by your CPU.
Sorry, but I have not GTX1650 or RTX3080 to give you answer in precise numbers.

У Вас чересстрочное видео 30 fps в формате MPEG2.
Раз это DVD remux, то на DVD любили раньше записывать 24 fsp прогрессив-фильмы в 30 чересстрочных fps. Это так называемое телекино. 3:2-преобразование.
Вам необходимо подобрать такой декодер, который делает обратное IVTC-преобразование и передает на отрисовку исходные прогрессивные 24 кадра/сек.

Source filter says 23.97 - it is normal to madVR statistics. This info can either 23.97 or 59.94. Depends on Source and Decoder Filters.
I think you understand diference of source frame rate and output frame rate. You can see details about filters in potpayer context menu Filters or Playback/System Info...
I see SVP firstly does interpolation to 59.94 fps (Green OSD in left bottom corner). What is happen next you can see in Events log:
SVP menu Information > Events log
Also, you can enable tearing test line in SVP and how it moving smoothly or not. SVP menu Utilities > Fluency and tearing test

There is no relation between video format (h264) and video frame rate (HFR).
You can watch 60 fps videos on 6- Hz display without SVP interpolation.
SVP uses 'Ignore HFR sources' profiles to any video file with 55 fps and greater.
You can change it. Open SVP Control panel >Video profiles > Select profile 'Ignore HFR sources' > change value: Video frame rate.

Check if SVP extension 'svpcode' is enabled:

In support mail we have found the cause. It was vapoursynth wrong version not compatible to SVP.

Maybe you need MPC-HC shaders?
Try to enable Shader "Sharpen Complex 2" or "Sharpen Complex".
While playback MPC-HC menu Play > Select shader > select one and press "Add ro pre-resize" > OK
For now you have only option to enable or disable logo entirely: SVP menu Application settings > Show OSD messages

Ниже подробное описание настроек. Оптимальные настройки уже подобраны и преднастроены. См. список профилей в настройке "Сбросить параметры к". Выбор конкретного профиля = пример оптимальных установок. Номер профиля соответствует требовательности к процессору. 1 - самый требовательный.

So, check your PSU and change it to more powerful.

I've just look your logs. You have SVP-index = 1 in most cases with CPU load 15% maximum.
In these conditions videos must playback perfectly.
You can check yourself:
1. Open SVP Control Panel and check SVP-index value
2. Enable SVP orange moving line to visual check motion smoothness: SVP menu Utilities > Fluency and tearing test
3. Enable video player statistics and graphs: Ctrl-J in MPC-HC while playback
Хотя, если NVOF выполняется на CUDA-ядрах, то у Quadro T600 этих ядер в 4 раза меньше, чем у референсной RTX 2070 (640 ядер против 2304).
NVIDIA в брошюрке по ссылке выше пишет, что производительность NVOF зависит почти линейно только от частоты GPU.

Тут T600 очень близка к RTX 2070: 1330 МГц против 1215-1440 МГц. В таблице выше измерялась карта, разогнанная до 1755 МГц.
