You can adjust it manually the same way. Find and change value of setting rife_sc of profile RIFE AI engine.

Then open All settings and find setting frc.frame.resize
You will see value -12800720. You can enter your value. Format is -wwwwhhhh, where wwww - width, hhhh - heigth in pixels.

In common case You don't need to update (or reinstall) Windows.
Just to uninstall all GPU drivers from all vendors and install NVIDIA drivers again.

Все возможно. Где-то на форуме находил перечень настроек в драйверах NVIDIA для того, чтобы снизить подергивания и повысить плавность. Настройка Vsync должна быть включена. По логике FreeSync - отключена. Начните с включения VSync.

Утилиты полезны, если ими правильно пользоваться. Видать, В Вашем случае они либо подкручивают настройки видеокарты, либо необоснованно отнимают драгоценные ресурсы раз в секунду.
Диспетчер задач в Windows загрузку GPU показывает верно, но надо делать поправку на частоту GPU. Для энергосбережения частота снижается драйвером, и диспетчер показывает больше процентов.
Для SVP видеокарты RTX3070 должно хватать с огромным запасом. Надо искать, в чем причина тормозов.
Вот еще 3 проблемы:
1. Цветовые потери. Двойная конвертация цветового пространства. В видео-потоке данные о цвете находятся в пространстве YUV, на экране - RGB, расчет промежуточных кадров в SVP - снова YUV.
2. Точный тайминг каждого кадра и кадры-дубли. В видео-потоке каждый кадр записан строго со своим таймингом и каждый следующий кадр содержит движение. Поэтому расчет промежуточных кадров работает корректно. После захвата экрана OBS-подобным софтом информация о таймингах потеряна, частота кадров уже экранная или кратная экрану, а среди кадров неминуемо образуются кадры-пропуски и кадры-дубли.
3. Дополнительная нагрузка на видеокарту и центральный процессор.

It will be the best way becuase you will check with your SVP settings and with your PC configuration.

Why you asking?
I've downloaded and looked your video.
It is usual video with constant frame resolution 1920x960.
Base video source have this resoution and only small part of scenes has 4:3 screen aspect ratio and black borders from left and right sides.
To avoide resolution changes best solution is to disable SVP option: Video frame > Detect and cut off black bars
Or you can open Advanced controls option of Video frame menu, press and hold button Black bars detection and select option: One time only
It is one year old project with no updates at github.
I think RIFE become more fast and give more quality now because of it growing all last year.
Do you have any information about IFRNet updates?

Are you talking about file name?
Looks like it is SVP. It reads stereo-tags from file names and does some crop to both views of stereo.
Then, you can adjust SVP settings: frc.frame.align and frc.frame.valign
SVP menu Application settings > Additional options > All settings...
You can experiment with the values and check how they works.
Look to your transcoding log.
What is the resolution of video at input to encoder?
It looks like corrupted OpenCL part of NVIDIA GPU drivers or some parts of OpenCL from another vendor.
Remove all GPU drivers from your system with utility Display Driver Uninstaller.
Then install NVIDIA GPU drivers from official site.
Есть настройки влияющие на размер кадра. Размер кадра можно уменьшить, но если это сделать, то будут уменьшены исходные кадры, а по ним уже рассчитаны промежуточные:

Насчет кренделя.
Если у него экран с разрешением 1080p, то если включить "Привести к экрану" это даст ему уменьшение до 1080p. Разумное решение при просмотре 4K на 1080p мониторе. 
Нет. Вы можете проверить, поставив на паузу и листая кадры вперед по одному.

Last time the issue was python version support in win7.
Python latest version is not compatible to windows 7 any more.
