To decrease to 720p use SVP menu: Video frame > Advanced controls > Decrease to HD. Then close SVP Control panel window or switch to another tab from Frame size tab. It will apply changes and remove blue rectangle from video frame.
To upscale video with mpv you can use glsl-shaders. See more here for example:

Black frames insertion (BFI) is work only if you see one picture then one black screen each by other. Video becoming like long subsequence of flashlights of pictures.
So, the best way is equal amount of images and black screens.

In case of your 120 Hz display you need to achieve 60 fps video with 60 inserted black frames in a second.

You need to use functions BlankClip and Inteleave.

Я глаза сломал пытаясь увидеть как работает SuperRes. И без SVP и c SVP разницы не увидел.
Включал в настройках NVIDIA Control Panel галку: Регулировка параметров изображения > Улучшение видео RTX > Сверхвысокое разрешение.
Ставил качество от 1 до 4. Пробовал исходники 360, 720 и 1080 точек по высоте.

Есть подходящий маленький кусок видео, на котором явно видно работу SuperRes?

Проверьте, что у Вас используется MPC-VR RTX SuperRes отрисовщик:
в плеере MPC-HC во время воспроизведения выбрать меню Воспроизведение > Фильтры > MPC Video Renderer
В открывшемся окне должна быть строчка выделенная красным

In realtime - Np.
I've test RTX 2070 Super with RIFE. It can do 48 fps at 1080p resolution only.
I use upspeed to 50 fps and watch it at 50 Hz.

To achieve it I use this block uncommented in mpv.conf file:

video-sync-max-video-change=5

You need to install NVIDIA GPU drivers with Clean install option in advanced mode.
It is needed to completely remove corrupted openCL part of drivers from your system.
