Try the new 4.0.0.47 build, hopefully it will fix this.
SVP supports only 8-bit processing as of now.
Why do you think you need 10-bit output?
Do you have a real 10-bit monitor?

Was buggy upon first launch some settings in the control panel weren't working properly

maybe a few jerks noticed on the final vertical panning sometimes and maybe there're more of them in "animation" rather than in "film"

There's a rare bug we're trying to catch...
It looks like this in the Events log:

false seek detection two times per second followed by AVS script reloading.
If you're so lucky you get this - try to turn off reset on seek in the additional options.
And hopefully it will be fixed in the next release.
Default value is "adaptive" and both versions use 13th shader.
And I don't see any real difference between 3.1 and 4 with the settings Keis provided o_O

The real problem is you'll still need to use some proxy to activate SVP 4 after installation.

not quite right... x64 support is experimental now and available in the Developer build only
SVP 4 don't use the same default frames interpolation processing method as SVP 3.17
I believe it should be the same o_O
Two main factors that can affect fluidity in the first place:
1. arifacts masking - you can turn it on or off in SVP 4 Free
2. "frames interpolation mode" which is set to "adaptive" in SVP 4 Free
In any case if FRC is off while SVP itself (= "avisynth script") is on, it should not produce any additional system load (unless you have lighting and frame transformations turned on)
I wonder what kind of hardware do you have?
I can't play high resolution videos (1080p+, 4k etc.) while SVP is running
... even if frame rate conversion is turned off? o_O
I've to close SVP to play them
there's a "Temporarily disable SVP" option in the main menu
plus an adjustable keyboard shortcut, default value is "Win+Ctrl+Alt+P"

Right now SVP 4 installation consists of 20+ packages. They can and will be updated "asynchronously". For example, if we'll get completed German translation today I'll immediately post an update for that particular package.
And I'm totally sure we won't update a standalone installer too often.

SVP cannot seem to handle VFR (variable frame rate) inputs without losing the sync with the audio signal
it's better to lock frame interpolation to just frame doubling (x2) for vfr videos
there was an option for this in SVP 3, we'll add it to SVP 4 soon
If not we may be able to get attention if we all file bug reports.

There was one attempt to post a message on their support forum and the message was quickly disappeared possibly because the link to SVP was assumed as a spam, I don't know...
And this's not a SVP's-only issue, madshi also complained about it on doom9...
So, just turn off CUVID decoder in LAV and you'll be fine.
I'll adjust top buttons style sheet to make the selected one looks not so ugly
