Спасибо. Да. Окно это. Раз это было не окно, то это уже системные вызовы отрисовки элементов графического интерфейса. Например, меню.
Значит, действительно подвисло раньше. А при наведении мышью на иконку или по клику на ней уже ошибка "проваливается" в системную библиотеку GDI32 и та, падая, роняет SVP-Менеджер.
Часто ли такое наблюдается? Если можете поймать в течение 5-ти минут, то можно начать движение в сторону поиска места ошибки, где появляется зависание. Есть желание помочь найти ошибку?

Does SVPmark work on your system? If yes then run the test and show result here.
About computer performance. It must be enough for SD video (and 720p with low settings). To get more you need faster CPU.
Расчет промежуточных кадров производится в цветовом пространстве YV12. C RGB работа возможна только при выполнении преобразований RGB > YV12 > RGB.

Is there a way to fix it?
Yes. You need to use scene.mode=0 (see details here). In you case The scene with axe is hard to interpolation algorithms. Scene.mode=3 is used by default to get artifact-safe position of objects instead of true position.
Change line in your script:

Могу предложить для других сервисов использовать сохранение видео на диск сторонними утилитами. Например при помощи
youtube-dl.

Вижу, что ошибка в модуле gdi32. Это системная библиотека windows. SVP использует ее для отрисовки содержимого окна графиков производительности. Во время ошибки это окно было открыто?
Журнал SVP - он обрывается на месте ошибки. Так?
А то у меня не сходится: последняя запись в журнале 22:50, а время ошибки 22:58.

Журнал SVP находится в файле %ProgramData%\SVP 3.1\Logs\Log.txt
Еще более интересно поглядеть журнал приложений Windows, где сохранились ошибки, с которыми завершал работу SVP-Manager: в win 8.1 Панель управления - Администрирование - Управление компьютером - Служебные программы - Просмотр событий - Журналы Windows - Приложение.
Интересует код исключения, имя сбойного модуля и смещение ошибки.
It is strange because video has resolution 1280x720. You can reduce threads number from SVP tray menu.
If error appears again then please show screenshot of SVP performance graph window (right click on SVP icon in the tray - information).
А что тут вспоминать? Заставить его использовать внешний декодер, установить у декодера ffdShow video decoder максимальный приоритет. И наверняка прокатит открытие через avs-файл или через фейковый avi. Подробнее.

You are right about full number of original frames in the stream. It is better than only half of them. It must give more quality.
All 24 frames will be shown. And 4 intermediate frames will be shown between every pair of original frames. The amount of artifacts (interpolation errors) still be the same as in the case with 60 Hz monitor because of algorithm for calculation of new frames is the same. But in more frames we have more chance to notice them. So, then I talk about more smoothness makes more artifacts I talk about visibility of artifacts.
And I think you can find video where 120 Hz monitor gives more quality and more smoothness without any artifacts in compare to 60 Hz monitor. Thanks to SVPs interpolation algorithms 
You will loose optimizations by speed and by memory done with Avisynth 2.5.8 SVP edition.
SVP is compatible to DXVA Copy Back but is incompatible to DXVA Native.
Yes. The more smoothness the more visible artifacts.
You can try GPU-Z to measure GPU load.
CPU load will the same. GPU load will double. You can measure current CPU and GPU load to decide is your config enough.

У меня получалось прикрутить SVP к SplashPlayer'у, правда это было давно (2010 год) и версии SplashPlayer'а и SVP были явно не теперешние. Текущую версию прикручивать не пробовал.

Ошибка в отрисовщике madVR. Исправить эту ошибку может только автор отрисовщика - madshi. Могу лишь порекомендовать сменить версию madVR.

it displays a message saying there was an error in the last session and asking whether I'd like to report it. Is there a way to disable this warning?
There is no option to disable this warning but you can delete log file before launch SVPMgr.
Usually it is C:\ProgramData\SVP 3.1\Logs\Log.txt

Давайте начнем с того, какой у Вас файл, где наблюдаются проблемы отключения плавности?
Лучше всего дать ссылку, где я могу скачать этот файл. Тогда я смогу дать рекомендации конкретно по этому файлу.
Общая рекомендация такая: использовать настройки по-умолчанию. Они подходят к большинству видео-файлов. Файлов, на которых плавность отключается, единицы. Такие случаи надо разбирать индивидуально.
