1. Then check if you use video output from discrete adapter GTX 970 not from internal graphics - Intel HD Graphics 4600.
3. I talk about significant differences. For example 75 fps at 60 Hz monitor. Real fps and refreshrate you can get from madVR statistics (Ctlr-J).
4. When open video in MPC-HC - menu Play - madVR - Edit Settings - rendering - general settings - enable automatic fullscreen exclusive mode. Are you using PotPlayer?

Flickering green line at the top and vertical pixel shaking are issues of old Intel HD video drivers.
You need to install new HD Graphics driver from official site.

I always thinked higher framerate gives better smoothness.
In ideal framerate must be equal to refrech rate or you display.

In case of 60 Hz display (theonepugna's quastion) I see two alternatives:
1. watch 24->60fps at 60Hz with maximum smoothness. Artifacts will be a liitle more noticeable.
2. watch 24->48fps at 48Hz with minimum visibility of artifacts. Smoothness will be a little smaller. But in this case you need to manually add custom mode with refreshrate of 48 Hz.

Seek bar in fullscreen can be two types:
1) native MPC-HC; or
2) rendered with the frames by renderer (madVR's exclusive mode; EVR's D3D Fullscreen mode).

You see slow appearing in the first case. Do you?
Then try to reduce complexity of SVP computations: move sliderbar to Higher performance.

1. You must use 32-Bit version of PotPlayer: PotPlayer menu - About.
2. Both processes (SVPManager and PotPlayer) must be run from the same user. Check it in the Detail tab of Task Manager.

Just download and successfully install SVP 4 Free on my test Win 8.1 x64.
The lock-file is created by install app. It must be so. File is hidden and deleted automatically just after install app is exit.

Для минимума искажений надо минимум преобразований. Заставить звук добраться до звуковой карты как он был с исходной дискретизацией и точностью. Для этого, как я понимаю, надо настроить ReClock (1) и LAV Audio decoder (2) на минимум преобразований.

1. Настройка ReClock.
- выбрать интерфейс WASAPI Exclusive для PCM и Bitstream;
- выбрать наилучшее качество преобразования PCM Output: Best Sinc Interpolation;
- отключить растяжение времени (Time Stretching).

При проигрывании открыть свойства ReClock и дополнительно указать:
- исходную скорость аудио (Original speed);
- отменить плавающую частоту дискретизации звука: включить галку Slave reference clock to audio;
- проконтролировать: частота дискретизации должна равняться исходной (на скрине 44100), значит преобразований нет;
- проконтролировать: загрузка CPU около нуля: значит высококачественное преобразование не используется, что является признаком пропускания звука без преобразований.
