Инструкция устарела. На дворе 2023 год. Сейчас такой настройки в SVP нет.
Поэтому надо самостоятельно выбрать отрисовщик D3D11 в плеере VLC:
меню Tools > Preferences > Video > Output

Так у Вас ответ прямо на видео в верхнем правом углу записан. Обратите внимание на частоту графического процессора. Как только частота снижается до 840 МГц происходит нехватка ресурсов видеокарты, из-за которой она снова переходит на высокие частоты.
Ищите причину в режимах работы видеокарты. Раз ее не хватает на низких частотах, то надо, чтобы она не спускалась так низко вообще, либо при работе этого плеера, например.
Решений наверняка много. Одно из решений:

Спасибо. Логи посмотрел. Нашел еще, что Вы используете ffdShow фильтр. Это устаревший способ. Рекомендую перейти на AviSynth Filter (AVSF).

Надо смотреть журнал.
Может быть много причин:
- Смотрели 8-бит, стали смотреть 10-бит. Сейчас таких видео намного больше, чем раньше.
- Было включено аппаратное ускорение, сейчас выключено.
- Были одни настройки повышения плавности, а сейчас другие. Сбились по какой-то причине.
- Отрисовщик в плеере выбран иной, чем ранее. Или с более требовательными настройками.
Можно долго гадать. Предлагаю Отправить нам отчет об ошибке из SVP, а мы посмотрим в журналах. Возможно там есть ответ на Ваш вопрос.

mpv from SVP bundle used:

What versions are you using?
It must be 1.4.7 from SVP folder

RIFE algo demands a lot of GPU power.
4K video needs RTX 4090
8K - no way with modern videocards
Try 8K with usual SVP profiles, not RIFE.
You can open new player window just before click Play button in SVPtube2.
it works to MPC-HC player, but it is not working to mpv player.
As I know mouse wheel in mpv player changed volume in all past versions.
You can use mouse wheel to seek forward and backward if move mouse cursor down to bottom of frame to slide bar area.

Exclusive mode can draw only one window. It gives more stable playback and can help if you have micro jumps when playback.
Any context menu or sliderbar - is one more window for MS Windows.

I thought you are using madVR. Now I see You are using MPC Video Renderer.
Then check MPC Video Renderer settings: Start playback video in MPC-HC menu Play > Filters > MPC Video Renderer
I think you need to turn off option 'Use exclusive fullscreen'

Check madVR settings and version.
Check what video renderer are you using:
MPC-HC menu View > Options... > Output tab > DirectShow Video
I recommend to use one of renderers:
- MPC Video Renderer
- madVR
Slider in fullscreen mode is present in both.
I have look to the picture. It is not very noticeable to me.
Maybe it is slow speed of blue subpixels turn off. But then it is LCD panel characteristic and SVP can't affect it.
Have you try any high frame rate (HFR) videos with grayscale picture and 60 fps natively? Without SVP?
I asked my questions because SVP don't add any color details to black and white picture at all.
1. What framerate of your B/W source? 24 fps?
2. What video mode you using to output video to your 4K TV? 60 Hz?
What video player are you using?
In most players position slider are available in fullscreen mode.
1. Are you sure the blue tint depends on SVP enabled?
2. Can you take a photo of the blue tint and share it here?
You can try to connect another TV and check if the blue tint still present.
You can input any refresh rate manually.
Open SVP all settings tab and insert value 170 to setting fi_target in your profile.
