почти нифига не понял
взял любой avi c xvid внутри - на мой взгляд, все хорошо
что конкретно надо поставить декодером / интерлейсом в MPC-HC чтоб увидеть багу?

Все же понимают что это не вполне тот SVP, а плеер со "встроенным SVP"? Причем именно как _плеер_, конуренция тому же mx player вряд ли получится.
На iOS пока не очень понятно пролезет ли вся эта требуха в аппстор 
там, говорят, правила какие-то суровые...
Так то, плеер для ATV было бы идеально.

Open Window 'Add or remove programs', locate Microsoft Visual C++ 2015-2019 Redistributables (x64) in the list, click Modify, then click Repair.
Dunno what else could it be. RIFE.dll depends only on Vulkan and VC++ libs, nothing else.
do you have C:\Program Files (x86)\SVP 4\rife\RIFE_vs.dll in place?
do you have C:\Windows\System32\vulkan-1.dll ?

then it was all about the madVR, and you're already using it
most likely there's an error in the log and it doesn't actually work
