а) перешить в лайтпак 
несколько лайтпаков точно работают, проверено
б) пейнтпак работает через спец. прокладку (k8062d/e, назовем её "драйвером"), не знаю, может быть там что-то сильно поменялось. Можно попробовать обновить k8062d.dll и k8062e.exe в SVP/Plugins на такие же из крайнего амбибокса
Мне сложно что-то более конкретное сразу сказать, у меня не осталось пейнтпаков.

сразу возникает вопрос - а в чем проверялась загрузка изначально?
task manager-ом, или, внезапно, из самого SVP?
что в целом, нагрузка на CPU всё равно значительно выше на Windows 10
там может дофига всякого в фоне работать, до тех пор пока оно не мешает...

I have no idea.
Basically there's only one known Skylake result in SVPmark, it can be inaccurate or something 
From my POV performance difference in SVP should be more like it's in x264...
the only possible difference is in 4K videos playback
still Skylake seems to be 30% faster than Haswell in SVPmark core-to-core clock-to-clock

Current development plans are for vapoursynth / mpv only, as stated on the campaign page, in "SVP 4 editions and pricing" section.

with default settings it fills black bars to the screen aspect ratio only
if you want more (or less) than the screen aspect you need to modify the script, in the 'override.js' file
