Try to select more calculation threads. For your CPU is 21 or 23. SVP tray menu - Application settings - Additional options - Processing threads.
Check if you use madVR as renderer. MPC-HC menu View - Options - Output. You can control quality in madVR statistic by pressed Ctrl-J. See dropped frames number.

High CPU load for software decoding is normal. You need HW decode to reduce CPU load.
Change HW acceleration in LAV to DXVA2 copy-back.

I think you talk about AVC (H.264) 8 bit video?
Because if it is HEVC (H.265) then CPU is the only way to decode video. Decode HEVC 1080p needs significant CPU performance.
Decode 10 bit video need CPU too.
Please show MediaInfo of your 1080p file?

SVP can't use more than 4 GB (maximum for x86 process in x64 OS).
And it is no relation between used memory size and player hang (or crash) on rewind.

If you launch "Everything" from tray icon then it open files with admin rights. It is bad.
See picture (Andrey = user; СИСТЕМА = system). But only the first time.
I did change one Everything setting (see another picture) and restart windows then situation became as must be: MPC-HC open video from Everything with user rights.
Try it.

I downloaded JetVideo and after some customizations it works for me with SVP.
Try this mini guide. If it helps we will add it to wiki.
1. Download Codec Tweak Tool. http://www.codecguide.com/download_other.htm
2. Select ffdShow as preferred decoder. Open CodecTweakTool - Preferred decoders - select ffdShow for H.264* in the 32-bit list - Apply & Close - Exit.
*You can repeat it for all other formats in the list, not only H.264.
3. Disable in SVP 4 frame size modifications: Crop and Black bars lighting. You can do it manually with SVP 4 PRO.
4. When first time JetVideo was launched with SVP 4 it may ask you to apply 4GB pacth to player. I recommend to patch it.
5. Enjoy JetVideo with SVP 4.

What are you going to do with overheating in powerfull laptop?
I have Asus s200e ultrabook in such case with weak core i3 CPU (17 Watt only). And it can work 2 minutes till it get 90 C and start throttling

To add new value of threads you can customize SVP 3.1.7 config file. Open C:\Program Files (x86)\SVP\SVPMgr.config in notepad and add lines you nedded:

You can did one of these:
1. Copy SVP 4\plugins\avisynth.dll to player's forlder. Usually they are:
"C:\Program Files (x86)\SVP 4 PRO\plugins\avisynth.dll" and "C:\Program Files (x86)\MPC-HC\"
2. Copy SVP 4\plugins\avisynth.dll to system32 forlder. Usually it is "C:\Windows\SysWOW64\" for x64 OS.
3. Reinstall avisynth from SVP 4 maintenance tool: SVP tray menu - Utilities - Additional programs and features... - select Add or remove components - Next - select Avisynth MT - Next - Next - Update - Restart.
If you can't press Next while select Avisynth MT option then uncheck Avisynth MT option first - Next - Next - Update (Ignore all errors). Then repeat point 3 from the beginning.

But how you compare SVP and CMR?
You need at least one source. One Display. One refreshrate. And two different technology.
Then comparison will be correct.
If you see result of SVP at 60 Hz PC monitor then 120 Hz TV display can show different picture much better picture by default.
I have TV Philips 40PFL5007. It can show 100/120 Fps with strobe backlight (like this). But its smoothing technology PMR 400 not so good to smooth some dynamically moved objects. So. The best smoothness is if I use both technology: SVP and PMR400.
Source 24 fps > SVP > 60 fps > 1080p60 via HDMI > Philips PMR400 > 120 fps
CMR works on internet vids e.g. Youtube, etc. and SVP does not
In my case both are worked: SVP and PMR400.

ffdShow 4533 is the last version and new versions are not announced.
oviano is right. Use version 4533. Of course you can download and use another version.
I compare them time to time. 4533 is the best (or at least no worse than others).

I think you really have 4K displays. Otherwise you can use SVP option "Decrease to screen".

Все идеи уже озвучены. Подытожу, как я бы делал по-порядку:
- скачать и проверить как работает GPU-ускорение в SVP 3.1.7;
- скачать и установить DirectX с оф.сайта (вроде это не должно влиять, но тут случай явно необычный);
- обновиться на три-четыре драйвера NVIDIA назад (выбрать и качать с оф. сайта, при установке указать "clean install");
- списать все на винду и поставить Windows заново с оригинального образа Microsoft.
