Screen tearing you can fix in your graphic driver setting.
You need to enable VSync globally or for MPC-HC application personally.

What OS and player are you using?
I have win10 x64 + MPC-HC x86. It works with ReClock automatically.
I use EVR Custom renderer.
You can try EVR Custom with D3D Fullscreen option enabled
MPC-HC menu View - Options... - Output tab
Some users of GTX 560, GTX 560 Ti, GTX 580 and GTX 980 Ti tell about issues with flickering or about error: unable to init GPU-based renderer [code 0x3FFFB]
It is connected to OpenCL-part of NVIDIA driver ver.378.49

Do you see any dropped frames at your screen 3400x1440 @ 100 fps?
You can use dropped frames number from madVR ctrl-J statistics or look to graphical red line from EVR ctrl-J statistics.
Also tearing test line Ctrl-T (Ctrl-Win-T) must move flawlessly without any jerks.
I ask you because the first thing to get better smoothness is to view every frame of video without dropped frames or frame jumps.
Your graphics adapter from NVIDIA?
Is driver version 378.49?

Maybe it is not enough for upscaling while rendering 480p picture in SMPlayer in fullscreen.
Try to change video output drivers.

I've looked to your problem report. Looks like all is fine.
Please check if exit SVP and open video in MPC-HC without SVP loaded is MPC-HC still showing "Opening..." and nothing happens?
If yes then try to change renderer to EVR Custom: Enhanced Video Render (custom presenter) and select D3D Fullscreen option.

Yup. Stuttering on second monitor is often issue. It is windows DirectX issue with audio-video synchronization on secondary monitor.

For now there is no way to point 20px Motion vector grid.
You can try non square blocks.
analyse.block.w=32; analyse.block.h=16; break;It will give you grid with 24px in horizontal direction and 12px in vertical direction.
You need component "SVPtube 2 video downloading" to be installed. See it in SVP 4 Maintenance tool: Utilities - Additional programs and features...
In addition look to wiki page about downloading requirements.
Maybe something special in your youtube-video. Try another. Give us the link to problem video.

Yes. Just open your Bluray from MPC-HC via quick open file dialog and select BDMV\Stream or via open DVD\BD dialog.
One another thing: Bluray disc must be decrypted.
Did you try madVR fullscreen exclusive mode?
It must work without dropped frames

Edit: Sorry. I was wrong. SMPlayer don't work with ReClock.
To work with SVP SMPlayer uses mpv multimedia engine. So, you can't use madVR renderer with it. But you can adjust video output settings.
P.S. Yes you can try another player: I like MPC-HC, PotPlayer and mpv.

If motion is panning only you can increase block size and overlapping (See SVPflow description).
It will detect scene better but detection of small objects with different direction of motion will be reduced.
Use:
