You can make the artifact less visible if:
1. Switch video mode to 90 fps (if it is possible) to get smoothing ratio Movie x3.
2. Select Frame interpolation mode to "1m" or "1.5m". It gives less artifacts but less fuidity.
3. Select SVP shader to 10. By blocks. It will change artifacts from wavy to block artifacts. They are more comfortable for eyes and less annoying.
You can use one of that rules or all together. Just try.
You need to install it first. Then check if it enabled.

The main task of SVP is to increase the frame rate of video by adding intermediate frames. Alternatively, this process is called motion interpolation, or FRC (frame rate conversion). Interpolation increases the video dynamic clarity, and the movements of objects become smoother.
Try to open it with Windows Explorer.
Run svp4-maintenance.exe from C:\Program Files (x86)\SVP 4 folder

В текущей версии пакета SVP в качестве декодера видео используется LAV Filters, встроенный в плеер MPC-HC. Этот декодер поддерживает программное декодирование HEVC и аппаратное, если оно поддерживается железом.
ffdShow нужен только как фильтр, через который SVP получает доступ к кадрам, чтобы рассчитывать промежуточные.

You can try do disable reset on seek:
Application settings - Additional options - Reset on seek - Don't reset

It is not normal. Look to SVP Event log. Do you see any error there?

What you mean? SVP uses SVPflow plugins. It is a deeply refactored and modified version of mvtools2 plugin.

Looks like you have 30 fps video maked from 24 fps by adding frame doubles. Check it frame by frame.
Also you can send bug report. It will give more information from logs.
How it is related to SVP?

1. As I can see from your description audio is playing but video is stopped?
2. What about previous downloaded files? Worked fine?
Try to copy ALL files from SVP 4/mpv64 into Program Files/Plex/Plex Media Player folder

GPU has many blocks. HW acceleration of decoding and encoding is working not at 3D blocks. If you want to see it look to GPU video engine load
