I tried almost all combinations of svpcast and mpv versions and settings yesterday. In all cases Chromecast starts playback - it may hang a few minutes after, but at least it always starts.
Behavior is pretty much the same with mpv 0.28 or 0.29, svpcast "before subtitle update" and recent version.
The only thing I can't check is if it used to be any better with an older Chromecast firmware version - and I believe it was better. 
SVP's Events log may help...
Interpolating a video with high frame rate can be a very CPU consuming task, because 60->120 fps conversion requires twice as much resource as a 30->120 conversion.
Because of this, SVP has a built-in limiter for the source frame rate to be processed. You can override it by using the All settings window, see frc.target.max value.
try cast.encode.realtime = true in All settings

ffmpeg wasn't built with NVENC support
I'm not talking about movie size.
I'm talking about Streaming -> Bandwidth limit, set it to 12M.
30 Mbit is probably too much for the Chromecast.
Other streaming apps are limiting Chromecast to 12M for some reason

madVR can be very GPU-demanding especially in case of 4K @60fps
Check the video renderer settings.
If it's set to anything other than EVR-CP or madVR - set EVR-CP.
If it's already on EVR-CP - try madVR instead.

It only works if "GPU acceleration" is on. Is it?
