Отвечу про свой телек Philips. Он точно меняет частоту работы матрицы. 25p/50i он показывает на частоте 100 Гц, а 24p и 30p/60i - на частоте 120 Гц.

ffdShow does framerate detection. It shows fake variable framerate at position 32 seconds from the playback start.
What version of ffdShow do you using? Update to latest 32bit clsid.
And try to update to MPC 1.7.8 32-bit (x86) or to latest LAV Filters 32-bit. Maybe it will hep you.

And I see in the log the cause of fake framerate fluctuation is Autocrop option. If you will disable it (SVP tray menu - Frame crop - Auto crop black bars) you will can watch this video without switches and without any update I talking about.

At 2:24, it switches to profile 1920x1080@24 and then switches back again to 1280x720@29.97
You can look to last launch log just after playing this video. There is more information about causes of switching.
I've download 720p-video by your link. No VFR, no variable resolution there.
There are no profile switchings on my system.

I watched yesterday 50 fps video at 144 Hz mode with 3x smoothness factor.
50 * 3 = 150 fps. After ReClock's slowdown to 0.96x speed it makes maximum quality movements at video with maximum smoothness with minimum available artifacts. And with no jerks.

Что-то я пропустил... 
Полез качать новый драйвер для GTX660Ti (win7x64) и вижу картину, что развитие текущей линейки 347 приостановлено, NVIDIA сперва перескочила на доработку ноябрьской линейки 344>345, а затем и вовсе переключилась на линейку 340>341 от июля 2014 года. Я вот понять не могу, это по причине глючности драйверов веток 345/347 или еще по какому-то поводу?
Скачал и поставил 341.44, т.к. в игрушки не играю, а вот видео смотрю, поэтому нужна быстрая и безглючная работа декодеров, Pixel-шейдеров и OpenCL.

I tell about regulate jerks from one in 3 seconds to one in 15 minutes. It is very annoying jerks because all other frames (suggested) painted in time all at its places. Playback is smooth.
If you have 59.941 Hz mode and your video after SVP has 59.94 then you will see accumulated error 1 frame long every 59.941/(59.941-59.94) = 59941 sec = 16.6 hours. One jerk at 16.6 hours. So you can use 59.941 Hz mode without ReClock. Any movie is shorter than 16 hours You will not see the jerk.

I must to try MPDN first to answer your question. As I can see from description it uses frame-blend technique. Like madVR's smooth motion. But I need to closer look to tell more.

48FPS (2x source) is better than 24fps, 60 (to original monitor refresh rate is slightly better), 3x is even better, 4x is good, 5x is better than that, 6x is the best I've tried, after 6x
It is interesting method. To interpolate first to one rate and then to blend frames to another rate. From your words:
24 -interpolate-> 48 -blend-> 60 (better)
24 -interpolate-> 60 (slightly better)
24 -interpolate-> 72 -blend-> 60 (even better)
24 -interpolate-> 96 -blend-> 60 (good)
24 -interpolate-> 120 -blend-> 60 (better)
24 -interpolate-> 144 -blend-> 60 (dropped and delayed frames)Is it what you mean? right?
Technical it is masking of bad areas of interpolated frames by areas from source frames. It makes less smoothness at these areas.
I use Disabled. I like it. It is because I'd like to see artifacts instead of lack of smoothness.

You can ignore ReClock installation. It gives you more artifacts and more CPU usage or regulate jerks. For example read this post.
Did you see hidden setting NoJerksWithoutReClock and did you read comment near it?

What real refreshrate has your 59Hz mode?
You can see it in SVP additional information or in renderer info by Ctrl-J

В отчете нет GPU-устройств. Только эмуляция openCL на процессоре. Однозначно переустанавливать драйвер видеокарты.

Ошибка инициализации OpenCL. В какую-то из версий драйверов AMD попал нерабочий OpenCL. Ставьте другой драйвер видеокарты. Подобная проблема пару дней назад была на Win10. Подробнее: После обновления драйвера, вылетает SVP менеджер

As I can see this error was once and did't repeat any more.
