before reinstalling
if 'CLInfo' isn't working - reinstall graphics drivers
otherwise try to delete 'opencl.dll' from SVP installation dir
Most likely OpenCL is broken in you system
Try to run 'CLInfo.exe' from Utilities subdir.
Do you see 'helper.dll' file in SVP installation directory?
Try to open it with that tool. Will you see any errors?

and it stops here every run?

SVP is not a part of decoder. How it could possibly get MVs from the stream?
Besides stream vectors are not the same. As Didee said - they're not intended to find a motion but just a closest matched block.
While "motion" is a coherent vectors field.
So try to figure out what exactly changed "a few days ago"?

Hmmm. SVP is not working with 64-bit players but it's totally stable on 64-bit OS.

Скручивать настройки вниз по одной, узнать какая именно из них всё портит.
Потом написать madshi что бы он что-нибудь исправил 
Хотя, если только "раз в 15-20 минут" то меня бы лично это устроило...

I'm not playing in "CPU mark". Do you? 
Instead I'm using SVP every day. And in SVP scores can be different.
BUT, even in that bench FX-7600P = i5-4210m:
4 "cores" at 2.7 (up to 3.7) = 2 cores + HT at 2.6 GHz (up to 3.2)

My FX @4300 is exactly as fast as i7 @4000 in SVP

It's a Windows OS issue.
High frame rate video playback in a multi monitor configuration is not always working good.
May be it can be avoided by using "full screen exclusive" renderer mode on the secondary screen

Так же написано Up to 40% better, значит в коде есть какие то исправления, и вообще ее с делфи перенесли, сдается мне что отличия будут.
Я вижу явное недопонимание в том, как оно всё устроено...
