this is an issue with AMD's drivers just sucking
SVP "steals" nothing unless you ordered it to do so by _manually_ running "set env. variables for vapoursynth" command, which shows a _huge_ warning message you must read _before_ continue.
If you didn't read it - blame yourself.
SVP also doesn't _install_ any Python version, there's only a portable Python sitting in its own folder.

Remove SVP 4\mpv64 folder from PATH and PYTHONPATH variables.

если самостоятельно, то для HDR в его настройках выбрать либо Direct3D11 либо OpenGL for Windows
лучше - второе
если из меню SVP, то выбирать что-то в настройках не надо, оно будет сразу запускаться с OpenGL for Windows
ну так пользуйтесь плеерами, которые не ужас
их десятки на выбор

SVP не плеер, и никакого "собственного плеера" тоже нет (кроме как для смартфонов), т.ч. по вопросам настройки вывода звука в вашем плеере обращайтесь к его мануалу.
точно такие же условия, ноут с райзен 4800 и gtx 2600, Win10, драйвер 536.23 - "ни единого разрыва" (с) в mpv

может какая-то постобработка видео в драйвере NV включена?
в англ. версии - Video -> Adjust video image settings
в самом SVP нечему так нагружать видеокарту (если не RIFE), это всё рендер видеоплеера
если сконвертировать видео в 120 fps и просто его играть без SVP, то не будет ли того же самого?
тогда виноват mpv и/или что-то в его конфиге и/или gpu-next

1. put .onnx into rife models\rife folder
2. restart SVP
In fact this is only because of renderer used and a bug is in VLC itself, not in SVP.
If you run VLC via SVP's menu, ver.246 sets "output" to Direct3D9, while ver. 263 sets it to "OpenGL video output for Windows".
d3d9 doesn't crash with interlaced video and Bob deinterlace, opengl do crash.
You can set main.setup.vlc.vout to "direct3d9" if you want this.

this option is 'false' by default

граждане, давно пришло время удалить ffdshow из фильтров, и заменить его на Avisynth Filter
если же вам ffdshow настолько мил, что вы не хотите его удалять, то следует вручную поставить Avisynth 3.5 (вместо 3.7)
it's not clear why you set refresh rate to 30 Hz?
SVP won't help much in this case.
you either didn't set "prefer" for the Vapoursynth Filter, or didn't even run 'set env. variables for Vapoursynth' from SVP's menu
