More likely it's about not stable source fps value and/or frame drops and/or possibly interlaced contents on some channels
- What do you see in SVP's log?
- Take a look at source fps value in ffdshow properties -> Info tab -> "Movie FPS" value
- Set "Movie x2" mode in profile options
It's not easy to reproduce the problem on my rig 
I'll probably prepare a special debug version that will write an excessive log, but maybe it's better to move to email at this point.

R7 1700 is a kind of overkill - 50% CPU load while playing 4K at high settings. But you can easily keep it cool and quite at ~3.0 GHz @1.0V

Попробовал на z8300 (базовая 1.4) - даже 720p может быть вполне юзабельным. Лучше, конечно, поменьше 
В mpv плавность - есть, лучше чем даже в MPC-HC/VMR9.
It IS an option in SVP's interface.

<0 - "adaptive" range based on block local contrast. Range is small or zero for low contrast blocks (black/gray for example) but is big for blocks that has many visible details. Effective average range in common scenes is about 1/3 of this value.

0. Set the very same PATH/PYTHONPATH env variables as for Plex --> run "SVP -> Utilities -> Set environment variables for VLC and libmpv"
1. Replace mpv.exe in %appdata%\Emby-Theater\system\x64\mpv
2. Add emby-pipe into SVP's main.setup.mpv_pipe list, restart SVP
3. Run Emby Theater, open Settings, goto Video section, set Hardware acceleration mode to Auto (copy back)
In the time between the lights freeze and Manager crash - is Manager UI (tray menu for example) responsible or it hangs completely?

will it change something? also it may post additional warnings into the Events log
it IS "adaptive", you just set an upper bound value for the actual "radius"

What if unplug one of the Lightpacks?
Do you probably observe a "memory leak" in Task Manager - i.e. the constant raising of the memory used by the SVP process?
What if watch the same movie in MPC-HC rather than mpv/Plex?

вот например, "большие" планшеты (см. Surface Pro) почти сразу же совершенно неприлично сбрасывают все частоты
а на похожем 8-дюймовом китайце я только SVPmark для смеха запускал, посмотреть видео даже в голову не пришло но можно попробовать, рядом валяется...

1. SVP doesn't interpolate sources with frame rate > 47 fps by default, unless you changed frc.target.max value
2. You can add another profile with interpolation turned off and define various conditions - i.e. source frame rate, interlaced flag, etc.
