Заработает, но фигово. Чуть менее фигово будет скоро, с выходом спец. версии для ТВ, но это не исправит того что написано ниже.

не знаю за ВСЕ RK3588, но на конкретно этом сломаны декодеры (*) HEVC и VP9, т.е. никакого 4К, даже с ресайзом до 1080p.
(*) copy-back декодеры не работают, а без этого не работает SVP.
да и то что работает, всё-равно RK3588 _медленный_, 1080p его максимум.
Хочется нормальную приставку - последний Apple TV гораздо лучше всех этих китайских поделий. Тоже есть нюансы, но более-менее решаемые.

SVP does nothing, it's mpv that _always_ doing copying with "-copy" and still doing copying _if_necessary_ w/o "-copy". At least for d3d11, no idea if it's doing the same thing for other decoders (definitely no, it doesn't work this way on Android, for example).

if you don't want RIFE then there's no difference, I think
because for the Vapoursynth Filter to work in 3rd-party video players you have to
- run SVP menu -> Utilities -> Set env. variables for Vapoursynth;
- or install and manage system-wide Python and Vapoursynth, if you know what you're doing

Using MPV with Rife 2 is smooth so I didn't realize that I am regularly dropping "output" frames. My GPU is running at around 80% so I don't understand what the issue is?
I also found that the "ffdshow" parameter under Advanced Settings is set to "true". Is this correct?

If SVP's portable Python 3.11 breaks something in other apps - then, yes.
If you still need MPC-HC to work with Vapoursynth Filter, then you have to install system-wide Python and Vapoursynth whatever versions you want and manage them by yourself.

SVP is not "messing up Python", it's you who messing up Python by manually running "setup env. variables" command.
Do not run it if you don't want to "mess up Python".
Remove these variables if you don't want them. SVP doesn't need them.

Are you not actually a developer of the application? Do you not know how it works?
Yes I am and yes I do. SVP installation doesn't modify these env. variables. The only way to modify them is _manually_ run the "setup env. variables" command.
If you have this "after a clean install with all default settings" then these variables were there already _before_ a "clean install".

you probably have system Vapoursynth installation but w/o needed plugins
if you DO need Vapoursynth installation then add MiscFilters.dll into its plugins folder (you can copy it from SVP 4\mpv64\vapoursynth64\plugins)

чтоб было то же качество, что в оригинале, кодировать надо loseless, любые иные варианты качество заведомо ухудшают
да, к "дерганиям" это всё вообще не относится, если у вас что-то меньше дергается из-за большего битрейта, то SVP тут уже не при чем
