And how you fixed it? the launch error is about broken or somehow mixed 32-/64-bit dependency dlls.
I can suggest to reinstall latest VC++ redistributables 32-bit manually: https://aka.ms/vs/16/release/vc_redist.x86.exe
The other error during the installation - for some reason SVPManager.exe created with a run-as-admin flag. Not sure why, probably you're running installation "as Administrator"? Don't do this.

если ссылка на поток уже есть, то SVPtube больше делать нечего
играете её в MPC-HC, оно уплавняется, всё

not so sure about that cause it definitely works now on my rig with Windows 10 + GTX 2070
moreover it works better than DXVA2-cp, and in some case is the only option to achieve 4K at 120+ fps

VLC plugin supports only a limited set of color formats. Check SVP's and VLC's logs, there must be a name of the actual color format.
Or just set your capture card to output video in YV12.
