what's the size of 'avisynth.dll' file?
try to manually replace it with the one from SVP4_install_dir/plugins/avisynth.dll

А если "run as Administrator" - то запускается?

Там человек решает более сложную задачу - на одном компьютере:
а) выводит по HDMI некий защищенный контент
б) захватывает его хреновиной "AverMedia Extremecap U3", уплавняет и смотрит
Т.е., проблем с "уплавнить захваченное" особых нет.
У меня на ноуте даже вебкамера уплавняется
