Если это видюха и есть возможность, то поменять.
Вообще, я бы на таком нестабильном железе в первую очередь прогнал бы весь набор тестов стабильности: Linpack, OCCT, FurMark, memtest86 и т.д.
Каждый по часу, по два для надежности.
Возможно, виноват блок питания, который тянул старую видеокарту, а на новую видюху его не хватает, и в нагрузке сильно просаживается напряжение.

It crashes after creating Log. You can check it by deleting Log.txt before launching SVP Mamager.

Чё-то хреновые результаты. Radeon HD 5700 давала 1396 SVPmark-ов, а Radeon HD 6450 показывает только 1215 SVPmark-ов.
Причина в слабой скорости обработки на этой карточке (GPU-calc): 205 попугаев против 1043.
Результаты этой видеокарты посередине между современными встроенными в процессор видеокартами:
Radeon HD 6550D (A8-3870): GPU calc = 420
Intel HD Graphics 4000 (Core i5-3570K): GPU calc = 130
Из своего опыта скажу, что 130 для FullHD маловато.

The error said that SVP Manager can not find AppData folder with necessary files.
UTF-8 path not work at your system. I don't know why.
Please, show content from file C:\Users\林柏丞\AppData\Roaming\SVP 3.1\Logs\Log.txt
