Если это видюха и есть возможность, то поменять.
Вообще, я бы на таком нестабильном железе в первую очередь прогнал бы весь набор тестов стабильности: Linpack, OCCT, FurMark, memtest86 и т.д.
Каждый по часу, по два для надежности.
Возможно, виноват блок питания, который тянул старую видеокарту, а на новую видюху его не хватает, и в нагрузке сильно просаживается напряжение.

It crashes after creating Log. You can check it by deleting Log.txt before launching SVP Mamager.

Чё-то хреновые результаты. Radeon HD 5700 давала 1396 SVPmark-ов, а Radeon HD 6450 показывает только 1215 SVPmark-ов.
Причина в слабой скорости обработки на этой карточке (GPU-calc): 205 попугаев против 1043.

Результаты этой видеокарты посередине между современными встроенными в процессор видеокартами:
Radeon HD 6550D (A8-3870): GPU calc = 420
Intel HD Graphics 4000 (Core i5-3570K): GPU calc = 130

Из своего опыта скажу, что 130 для FullHD маловато.

The error said that SVP Manager can not find AppData folder with necessary files.
UTF-8 path not work at your system. I don't know why.

I decided to disable Unicode detection. Here UTF-8 version of SVP Manager.

Installation instruction.
Exit from SVP Manager, unpack, replace SVPMgr.exe and relaunch SVP Manager.

Please check how it works and post here last launch log after playing the same video file. Do it from Unicode-named user (in Traditional Chinese).

UTF8 path not created because Unicode path not detected. It is strange. I will change detection algorithm.

It looks like kind of Unicode trouble.
Try to add English-named user and play same video under that user. If it will work I will have to prepare and give you debug version to find and fix this error.

Try hidden setting VarChkDimAndFps=2
1. Choose Interface type - Expert
2. Information - Hidden settings - change value of VarChkDimAndFps, close and save
3. Relaunch SVP Manager
