It crashes after creating Log. You can check it by deleting Log.txt before launching SVP Mamager.

Чё-то хреновые результаты. Radeon HD 5700 давала 1396 SVPmark-ов, а Radeon HD 6450 показывает только 1215 SVPmark-ов.
Причина в слабой скорости обработки на этой карточке (GPU-calc): 205 попугаев против 1043.

Результаты этой видеокарты посередине между современными встроенными в процессор видеокартами:
Radeon HD 6550D (A8-3870): GPU calc = 420
Intel HD Graphics 4000 (Core i5-3570K): GPU calc = 130

Из своего опыта скажу, что 130 для FullHD маловато.

The error said that SVP Manager can not find AppData folder with necessary files.
UTF-8 path not work at your system. I don't know why.

Please, show content from file C:\Users\林柏丞\AppData\Roaming\SVP 3.1\Logs\Log.txt

I decided to disable Unicode detection. Here UTF-8 version of SVP Manager.

Installation instruction.
Exit from SVP Manager, unpack, replace SVPMgr.exe and relaunch SVP Manager.

Please check how it works and post here last launch log after playing the same video file. Do it from Unicode-named user (in Traditional Chinese).

UTF8 path not created because Unicode path not detected. It is strange. I will change detection algorithm.
Tomorrow will be available debug version #2 of SVP Manager.

Opps! This is the cause! It must be short UTF8 path. Like "folder~1".
Please show log file entirely. I need first two lines where presents Unicode and UTF8 paths.

It looks like kind of Unicode trouble.
Try to add English-named user and play same video under that user. If it will work I will have to prepare and give you debug version to find and fix this error.

Try hidden setting VarChkDimAndFps=2
1. Choose Interface type - Expert
2. Information - Hidden settings - change value of VarChkDimAndFps, close and save

When the player starts playing I can't right click the SVP Manager.
It is very strange. It must work when playing.
As Chainik said, Have you permission to access to %appdata% folder?
What exact version of windows do you using? Is it official version?

Game of Thrones or series like How I met your Mother/Community/The Big Bang Theory and series similar to that

The best torrents of The Big Bang Theory has 1080i:

Width : 1 920 pixels
Height : 1 080 pixels
Frame rate : 29.970 fps
Scan type : Interlaced
Scan order : Top Field First

It is mean that you not need in SVP, hardware deinterlacing is enough to get 60 fps (59.94).

Game of Thrones too:

1920x1080i at 29.970 fps

So. You NOT need SVP for them. Use HW deinterlacing in LAV.

Another side is Community. The best torrent I can find has properties:

1280x720 at 23.976 fps

SVP is needed.

The annoying artifacts are those that you can see when something is moving infront a complex background.
Maybe you are facing with jerkiness?
Try to run tearing test (Ctrl-Win-T) and look at smoothness of movements of orange line.

Upscale non 1080p video using resize in ffdshow(U can choose other decoder/filter?)
You can do this in SVP. Upscaling will done automatically.
1. Change hidden setting AllowUpsize=1 (tray menu - Information - Hidden settings)
2. Choose in profile settings window - Decrease frame size: to screen size.
