I'm using a TV:
Sony 42" W800C
Sadly I can't overclock it at all. Anything past 60Hz and it won't work. Back when I was using a monitor it was much easier to overclock. But the viewing experience for movies/series is so much better on a TV, in comparison to a 27" Monitor that it's worth the compromise.
It has built in motion-interpolation, but dear lord it's horrible in comparison to SVP. So I have it completely switched off as an option, and I use SVP for motion interpolation.
Also if he's new to SVP maybe he thinks artifacts are tearing?
For the reference, the data from the logs, what's going on on the "spike":
06:09 - CPU usage drops to nearly zero
06:15 - SVP detects source frame rate change from 23.976 to 24.39 and resets the script
06:22 - CPU usage goes to 100%
06:27 - SVP detects source frame rate change back to 23.976 and resets the script again
06:30 - we're all good now
That's interesting. Why does it do that though? I am sure the source I am watching has a constant frame-rate. In cases where I use 40.0.0.60 instead of 40.0.0.73 the hanging never happens.
Right now I have settled on using 40.0.0.60 with Processing Threads on 19 and GPU Acceleration on my Intel HD 4600. I have no issues at all with any video.
So one of two things happened between those 2 versions:
1. The problem is from the SOURCE (what I am watching changing frame rate), but the older version of SVP ignored it and the new version doesn't ignore that change in framerate?
2. The problem is from one of the new SVP Versions that causes the hanging issue to happen.

I agree, I think this should be a private discussion. But Fizick might want the discussion to be public since it's a GPL license issue, not 100% sure.
I understand. And if the truth needs to come out (if there's anything wrong going on) either one or both parties can disclose what was written in private.
But I hope they come to an agreement because like you, I never wish for this project to end. We need it, the whole community needs it, and I hope all parties involved understand the importance of this.
I wish to see all the developers working together and helping each other achieve better things.
Just as a daily user here. And it's none of my business. But I recommend you guys finish this discussion in private. So you can message each other freely (via email or using the forum messages).
But I hope as a user you guys come to a solution for this problem, if there even is a problem. Who knows maybe you can all work together and improve everything.

The current versions are:
MPC-HC: 1.7.10.101 (38c98cd)
LAV video Decoder: 0.67.0.142-git
MadVR: 0.90.10
The biggest recommendation I can give you personally speaking; Uninstall K-Lite Codec Pack (I haven't used it in years), and use the SVP Installer to keep MadVR, LAV Filters, and MPC up to date (they all get updated a few days max after the update is released). Otherwise I highly recommend you get them from their official sources on the DOOM9 Forums.

Just tested twice, definitely doesn't fix the issue.
MPC force closes (with no dump or no crash report, just completely closes) 20 or so minutes into the video, so instead of hanging and resuming, the media player just closed, as well as SVP 4 Pro (4.0.0.73), that closes too at the same time (all tray icons close too for lav filters and madvr).
4.0.0.60 is still working great, I'm going to do further testing now with 4.0.0.60 by watching a movie with threads set to AUTO and GPU Acceleration enabled on my Intel HD 4600.

Just finished watching a 2 hour movie, NO Crash & NO Hanging, even though I have Processing Threads set to AUTO & GPU Acceleration on the Intel HD 4600 (Using 4.0.0.60). So it seems the problem, at least the one I am having, only started happening after 4.0.0.60 at some point.

Just unpack into SVP 4 install folder and run either "svpmanager.pro-60.exe" or "svpmanager.free-60.exe".
It should not interfere with existing rev.72 files.
Chainik I've kept a copy of this and I'm actually using version 4.0.0.60
Remember the threads issue I had when selecting AUTO caused hanging every now and then in a video.
I fixed it by disabling GPU acceleration and setting Threads manually to 23. CPU Usage went up, but ZERO hanging.
Enabling GPU Acceleration with Intel or my AMD card caused an immediate crash with 23 threads, so I lowered it to 19 to fix the problem, but I realised recently it hangs (but a lot less often, maybe once in a movie).
Using SVP Manager Pro 60 solved the problem completely. I haven't tried setting it on AUTO Threads and testing, but the GPU Acceleration issue from my Intel GPU combined with 19 Processing Threads is working perfectly for me over the last 2 days.
So at least version 4.0.0.60 helped me. Hopefully this narrows down the problem? I'm going to test with AUTO threads now and see if it helps. I'll edit this post if GPU Acceleration + AUTO Threads works with this version.
1. Aside from the extra-control & settings you get with the PRO, you're helping worthy developers who give up a lot of time to keep this project going and updated.
2. We can always help here if you ask. I had a guide written for MPDN, but that's old and it's for version 3 of SVP (back when it was free). You can always download the latest version available in the download page of SVP 3 and it has all the PRO Options, you can test them and test different settings and see what each of them do on your own if you want. But SVP 4 is not only a lot faster and more efficient, it's the future of SVP too.
3. Artifact Masking, is basically masking artifacts that happen due to interpolation, you give up smoothness (depending on the strength of the masking), but you get rid of squiggly lines like the ones in the image link below (SVP 4 is also better at artifacts masking than SVP 3).

And no I would not revert. Even though I had issues myself (now only 1 issue left for me), I would not revert personally. I would rather work and help the developers find the problems and fix them. Because this is now and the future of SVP. So we need to figure out the problems together and help fix the issues if there are any issues.
At the end of the day this is a program by the community, for the community (we all chipped in together and we feel part of the project). It's better if we push it and make it better and fix its issues.
Right-Click SVP 4 Tray Icon (in the bottom right corner of your screen). Open the Application Settings Menu, in that Menu open the Additional Options Menu, Click on Reset Settings to Defaults.
See if that helps. However, if that doesn't fix the issue.
Right Click the Tray Icon again. Open the Information Menu, and in that Menu open the Video Player Configuration Menu, Click on Daum PotPlayer and follow all the instructions.
I've mostly watched 720p content the last 2 days and crashes don't happen on 720p as often as on 1080p, so I don't feel comfortable saying already that it works. But so far I haven't had a single crash.
I'll certainly keep you updated.
That's good news. Can you test several other types of content. So that if everything works with no issues, it might help the SVP Team determine what the problem is that is causing the issue.

Thanks man. But maybe it's 15 Threads for 4790K @ 4.0Ghz (Non-Turbo), 17 Threads for 4790K @ 4.4 Ghz (With-Turbo), and 19 Threads for 4790K @4.6Ghz and higher (Manual Overclocks). I can test if you guys need someone to test.
You guys don't have to do this, I mean we users can test and match what threads we each need to set to achieve the best performance for each resolution. But maybe, somewhere down the line, you can add a new benchmark based on SVP 4 (as an extra add-on to download). And that Benchmark runs for 20 to 40 Minutes, and determines for each person the optimal number of threads to be used for 720p and lower, 1080p, and 4K - Based on their CPU's performance (using very harsh settings in the background that cause hangs faster).
Just a suggestion. Completely up to you guys.

I concur with the above statements. It's impossible for SVP to cause a BSOD (Blue Screen of Death).
IF BSOD occurs it's either instability in your GPU, RAM, or CPU. Rarely any other hardware component can cause BSOD.
Aida64 has great RAM & CPU Stress Tests.
But if you want one of the best methods of testing the all-round stability of your PC; download and install the latest ASUS RealBench. Run it, make sure Benchmark is selected (Grey Colour), put the number 10 in the white-box under it (that will tell it to run the benchmark test 10 times in a row; obviously DON'T tick infinite), and make sure all FOUR options are ticked to the right side (Image Editing, H264 Video Encoding, OpenCL, Heavy Multitasking). It will most likely cause a BSOD in one of the benchmarks. Leave it running.
We need to figure out if it's GPU, RAM, or CPU that's causing your BSOD.
Just a heads up, with hardware acceleration enabled, I needed exactly 19 Processing Threads set via SVP for it to work with ZERO hanging issues. Tested with a 3 hour movie.
Hopefully this helps someone. Also Chainik & MAG79 please look into this and maybe develop a better system for setting "AUTO" threads.
If increasing the amount of threads helps mitigate the issue, then see if lowering it to a more sane value (like, say, 17?) makes any difference as well.

I will test by lowering the Processing Threads, maybe even to 15. But for the record with 23 Processing Threads (which fixed the hanging problem), I just decided to now ENABLE GPU Acceleration on my 280X in SVP and twice it crashed within 2 minutes with this error:

I was just testing. Because GPU Acceleration decreases CPU usage a lot, and preferably I want to keep it enabled. So now we need to figure why this crash happens with many processing threads selected.
EDIT:
Maybe all I have to do is find the right balance between the number of processing threads that stops the hanging from happening and the number of processing threads that don't cause the crash that happens with GPU-Acceleration. Somewhere in the middle.
I will do some further testing tomorrow.

I don't know why I haven't taken my own advice from other threads on the forum before and tested this method:
I increased Processing Threads in SVP's Additional Settings from AUTO to 23 (Max Allowed), and the hanging problem did not occur once in 1 hour and 32 minutes (and that's using my own custom settings too, which are harsher and usually cause the hanging problem in the first 30 minutes and then increase its occurrence usually following the first time).
So the solution was to increase Processing Threads. Maybe SVP needs an update where it takes longer to test the system and set the correct number of threads (sorry not the correct number, but the necessary number, for high end CPU's to get the best performance out of them).
Average CPU usage increased from around 30% on Auto to around 40% with 23 Processing Threads. But the problem seems to have been eliminated.
Tomorrow I will test with a 3 Hour movie and report back 
Testing was done with GPU Acceleration Disabled in BOTH SVP & LAV Video Filter.
Hope this helps anyone with the issue if it ever comes up.

I just tested with 4.6Ghz too (which is something very easy and very achievable for my CPU, especially with my cooler) and also with NO GPU Acceleration (Disabled via SVP) and with my Custom Settings too.
I'm using Windows 10 for the record.
You can see where the dip and spike (hanging) in performance happens, and you can see on the graph above it that the CPU does NOT throttle:

Looks like some component of your PC overheats and stops to cool down.
Can you detach discrete GPU and use integrated graphics (Intel HD Graphics 4600)?
Your CPU have it and motherboard have outputs needed. It is for test only. To check if hangs still occurs.
I always have Open Hardware Monitor running in the background, I have Aida 64 Monitoring, and I have I have MSI AfterBurner running to monitor temperatures.
The iGPU (Integrated Graphics) is disabled. I use my 280x for hardware acceleration.
The GPU (280x) doesn't heat up and I also have throttling off so it always runs at 1050Mhz Core & 1400Mhz on Memory (no power saving) via MSI AfterBurner.
The CPU temperatures are great. I have throttling off from the BIOS too. So it's continuously running at 4.7Ghz - I've run it through many stress tests for hours upon hours and it never over heats or throttles. I never have crashes either. When the hanging happens there's also no throttling, I've checked the graphs and statistics with multiple programs running.
My RAM is not overclocked. It's running an XMP Profile.
There's only one thing I haven't tested, disabling GPU acceleration completely via SVP (I've disabled it in LAV, but same issue happens enabled or disabled). I'LL test like you said with Intel HD 4600 and I'll test with GPU Acceleration off.

I just reported it. The only thing I forgot to include in the report is that there was 888 delayed frames after it happened.
By the way it just happened using automatic. But after 1 hour and 10 minutes into the video, and was much shorter than when it happens with custom settings. That's the one I reported.

What is the SVP index and/or what does the performance graph look like?

I had turned off Full-Screen Exclusive mode via Madvr and assumed it had fixed the problem, coincidently it just took longer for the hanging to occur. But it did occur. That's a summary of what I edited out.
SVP Index looks perfectly smooth generally speaking. If you're asking about what happens when it hangs. I have zoomed it and expanded the SVP Index as much as I can to show what happens during the hanging, here is an image below - it seems what is happening is CPU Utilisation takes a massive dip, and then compensates for the dip by taking a massive jump straight after. This causes the video & audio to stop, then the audio resumes, and then the video fast-forwarding itself really fast to catch up with the audio in order to get back in synchronization. It explains why the massive jump in CPU usage occurs (when the video is fast forwarding itself really fast to catch up with the audio), but there's absolutely no explanation for why the dip in usage even occurs. Mind-boggling.
