MPC uses source framerate to autochange fullscreen monitor mode. It is usefull thing. You can fill the table in MPC (Options - Playback - Fullscreen) and use standard set of SVP profiles.
About profiles selection see two options in SVP tray menu - Profile selection method:
- Exclude profiles with different frame rates
- Choose one with nearest pixel rate

First do reset settings to defaults: SVP tray menu - Video profiles - Reset to defaults - OK - Yes

Perhaps Haali doesn't support PGS subtitles. Try to use LAV splitter for this: launch LAV\install_splitter.bat from SVP folder and reopen video.

Yup! HFR (high framerate) for a long time has such effect.

Oh. Yes. Looks like Chainik is right. It is frame blending calling in madVR 'smooth motion'. You can disable it by Edit madVR settings - rendering - smooth motion.
One more way to select subtitles in LAV splitter is without icon enabling go to player menu Play - Filters - LAV Splitter

Maybe it is hw deinterlace?
Check your:
- video driver settings;
- LAV decoder settings;
- madVR renderer settings
Hardware deinterlace must be disabled everywhere.

3D blurays are not supported. But general bluray discs can be played with SVP.

I can not check now. Does PotPlayer support Blu-rays? 
I recommend to try MPC-HC for that purposes.

Did you try to use different renderers in MPC-HC. I recommend to try madVR exclusive mode, madVR windowed overlay, EVR full screen mode and overlay mixer. Where you see minimum of jumps of tearing line?
They all have another more stable way of synchronization.
SVP can not do that. And any interpolation software can not do that. Cause the four source frames has false times and they need to reclock (decimate) before use interpolation software.

I found the file in the Potplayer in Program Files(x86) > Daum > Porplayer. I am not sure if this is where I was supposed to go
It can be everywhere where you copied or installed it. If you have PotPlayer icon at desctop or in start program menu then right click by mouse and choose properties. There you can find path to executable potplayermini file.

Maybe it is weak videocard for Potplayer + SVP. Try to disable GPU-acceleration in SVP tray menu. Your 8 core CPU can did all work without GPU help.

Maybe activated/deactivated stereo mode make so strange effect with jumping of tearing line?
I found the "PotPlayerMini" file.
It is right file. There is only one potplayermini file in the folder. "exe" part may be invisible in your system. Apply patch to this file:
Start menu - programs - SVP 3.1.5 - Utilities - 4GB Patch - choose potplayermini - Open - "Patched successfully" - OK.

1. Run DPC Latency Checker from Start - Programs - SVP 3.1.5 - Utilities. It must show green bars. If not go to dpclat homepage and read carefully how to fix the problem.
2. Run GPU-Z. What GPU Load and temperature when video is played?
