then double-check everything, which python is used by vapoursynth-script.so and where vapousynth.so (a complied python module) is installed
in Windows there's a env variable PYTHONPATH that affect Python's search path, I dunno if it's applicable for Linux too

my bad - i just saw words "nvenc" and "error" in the same log and made a most obvious conclusion

after further reading, "../ta/ta.c" is a part of mpv (not ffmpeg), and last time google saw this error it was about some issue with OGG audio stream parsing, but it was fixed 3 years ago
your file has ogg (vorbis) audio too, so it may be the problem
again, the problem IS NOT in SVP, and we can't fix it

can you playback this file with mpv?

It is a bad idea cause the performance is awful (and it doesn't provide any additional benefits cause PotPlayer doesn't support 10-bit filter chain) but you're free to try it by yourself
Turn off ffdshow raw filter, main.setup.potplayer.native = true, restart SVP, main.setup.potplayer.prefer_avisynth = false.
