Whenever I want to make a 60fps video into 144fps it does not work

The problem: Whenever I want to make a 60fps video into 144fps it does not work

Even if I take the video and render it at 30fps then get back to the app it stays resect my fps at 60fps even if I set the FPS  "144fps" still capped to 60fps, I tried turning the adaptive refresh rate it still capped to 60fps

My question: is the problem in my refresh rate or GPU or even the app?
