Can't run svp4-maintenance.exe

Trying to run svp4-maintenance.exe causes Windows to give a "This app can't run on your PC" error message.
This also means I'm unable to uninstall SVP from Windows settings.

I tried compatibility mode with Win 8, 7 and Vista without success.

SVP itself works perfectly fine aside from not being able to update components.

The PC has a fresh install of Windows 11 22H2 (22621.525) with SVP 4.6.0.220.

Does anyone have any idea what's going on?
