Hi, when im watching things, there would be these things on the borders. What should i change to remove those problems?

hi, for me is " Uniform (max smoothness) " and " 23. Complicated ", these provide max smoothness at cost of artifacts. Lower settings on those options provide less artifact but less smoothness that can be noticed depending of the person. Maxed all settings for example wont free you of zero artifacts, you have to toy there to make something balanced between decent smooth with tolerable artifacts. Less smooth means less artifacts, more smooth means more artifacts, that's the price.

You can continue to use your settings without changes. To completely remove artifacts at frame edges you need to cut thin black borders at edges: SVP tray menu - Frame crop - By four pixels on each side.
Or use custom crop and visually tune width of cutting borders while playback: SVP tray menu - Frame crop - Custom...

sometimes even logos and other things will have artifacts, so the only option is to lower those settings?

Also, which settings will lower smoothness when it is increased? i want the max smoothness.

Max smoothness gives max artifacts. And all methods to reduce artifacts lead to reduce smoothness.
You need to find compromise for yourself. Our developer's compromise is marked against every settings by word (default).

i tried to change everything to default and still there is LOTS of artifacts especially on words

thanks for the clip, its too short to can test better but thanks anyway. Again keep in mind that you cant reduce 100% artifacts without sacrifice Smoothness, you have to get use to it in some point. When I started with this for first time I was not used to artifacts later after all this time now I do some, Im ok with some artifacts because I know its normal I know that if I want more smoothness there will be some in fast motions and such static logos and more on the scene will be with some artifacts.

Try this settings and see if you like:

Artifacts masking helps more to reduce " artifacts " and of course depending of the scene and more. but there is a problem you lost smoothness as I told you its normal, its up to you how much you could sacrifice for one thing or for the other ( Artifacts vs Smoothness ). Toy with it and see for yourself.

btw the sample have nice image quality. I would like to try more with the one from your first imagen / post because it got more static and letters on the screen

I had similar issues with logo overlays causing motion defects when the video panned.  My test file: https://vimeo.com/51322829 smile I run 'SVP' via avisynth so I don't have the SVP settings off the top of my head.  But here is the pertinent part of the avisynth script I use. Basically I reduced the block size to 16 (H&V) and set overlap to 2.  It didn't completely cure it but it's 'not all that bad' now.

BTW: These are settings for a 720P/23.976 video displayed at 59.938
