You can create profiles according bitrate?.

Example:
Profile1= 1920x1080x25x bitrate < 7000
Profile2= 1920x1080x25x bitrate > 7000

and can create profiles according codecs?
AVC,Xvid,etc..

would take advantage of more CPU.

Too complicated.

in HW decoder mode (DXVA, CUDA, QuickSync) bitrate and codec type mean nothing to CPU consumption

With LAV Filters SVP does not work.

HW decoders present not only in LAV Filters.

I want to say it is not necessary to create profiles by bitrate and by codec. It is unwanted work.

With SVP lav filters will not start.
Tested Windows 7 and XP.
Nvidia drivers 276.
OpenCL symptom, Motion Vectors Interpolation Mode is set to change Biliniar and leaves.
Lav cuvid decoder tested.

You need to tuning your KMPlayer to load ffdShow raw filter after LAV filter in the chain.

Autotuning is available to MPC-HC (from the SVP Full Bundle) only. All another players you need to tune yourself.

1. Register LAV filters, dont add it as file, add it as Direct Show Filter
2. On the figure I show how you can add FFDShow Raw Video, but LAV Video Decoder add first just as FFD RAW. Note that LAV Video Decoder must be higher in the list than FFDRAW
