Topic: Budget GPU recommendation for SVP

Greetings,
I have an old AMD Phenon X4 925 2.8ghz quad core and I would like to use SVP Pro on it. The current GPU is a GeForce 210 512mb that just broke. Before I tried running SVP but it could not handle it.
I'm using LAV filters with MADVR all on very low settings. MPC-HC player. Windows 10 x64.

Could you recommend a budget GPU that can handle 8bit and 10bit 720p 24FPS to 60FPS interpolation? This PC will not be used for gaming. I mostly watch anime, so I'll need to use custom settings on SVP.
I'm thinking about buying a Radeon R5 430 or a GeForce GT 710 (Kepler). Both cards can decode and accelerate with SVP. The price is in the same range (U$70).

Another option is to connect my main PC (Ryzen 7 3700x 3.6GHz, RTX 2700 Super) to the TV by Chromecast.

if you won't go higher than 720p and won't use any complicated madVR scalers then gt 710 should be fine
