Topic: index is under 1.0 with CPU not loaded

I've had this problem for a bit now, for some time my svp was working fine (or i thought so at least), but this problem is happening in every single one of my videos (90% anime, with all the specs for anime). Can someone help me please, I've tried uninstalling/ installing but nope.

25% CPU load at CPU with 4 cores.
It is look like multithreading is disabled.
Try to reinstall avisynth 2.5.8.

i reinstalled, but i still get the same, for some reason i can't upload images (apparently too large)

but this is the new graph it gave me in the same video and same profile:
CPU usage:42%
SVP index:0.81x
memory:340

Ok.
1. Try to change renderer in MPC-HC to EVR custom, or to madVR, or to Overlay mixer (for test purposes).
MPC-HC - menu View - Options... - Playback - Output

2. Have you soundcard and properly driver installed for it?
