I encountered the same issue with a fresh installation without duplicate versions of Vaporsynth or Python. It seems to have been resolved by simply deleting the PYTHONPATH environment variable.

Hi, the frc.target.max setting seems to have disappeared in version 4.5.0.206. Is it somewhere else?

Edit: Ah, sorry, never mind. That's why the "Ignore HFR sources" profile was being chosen.
