nvm reinstall of svp fixed it must have been some codec conflicts

i keep getting this error:

i've tried different versions with mpc-be but it wont work.i also tried with the included mpc-hc64 that was included in svp but same problem. i followed the guide on how: https://www.svp-team.com/wiki/SVP:MPC-BE

i haven't had any problem before but now after the windows reinstall i keep hitting new problems

It is not normal. Look to SVP Event log. Do you see any error there

ok now when it is actually running i can't see any difference between on and off state of svp in vlc and its running 75fps on my 144hz monitor. it's just eating cpu power for no reason as it is now.
