I know that in my system it works like this:
- 800p + hw decoder = working
- 1080p + hw decoder = stuttering
- 1080p + sw decoder = working

And itsn't about CGN but about UVD...

there's very simple solution - turn off hw decoding for 1080p wink
full 1920*1080 + SVP isn't working on 56xx cards
and 1920*800 works well

How about HD5670?
From GPU Compability, it has quite high rating

"that rating"'s "100%" is exactly at 60 fps * 100%
so for 144 fps it should have "rating" >= 240%

Rendering 144 fps on cpu is very heavy while rendering them on a low end gpu is pretty fast and gives higher quality. And offloads cpu for more  useful tasks.

it leaves SVP with a bigger head-room to use those resources (both the GPU for GPU-Acceleration & the CPU for making frames), thus resulting in less artifacts, because SVP has more resources to work with...

Good point but SVP is not smart enough to change settings according to available resources.  sad
