I7-5700HQ is a laptop CPU with a huge gap between minimum and maximum frequencies.
70% at what frequency exactly?

Maybe we're talking about some "ultrabook" which is always in a throttling state.

Забавно то, что ускорение OpenCL работало на предыдущей версии SVP. А вот новый SVP 4 OpenCL на новом драйвере Intel не увидел...

так не бывает

либо драйвер видеоадаптера стоит правильно, и аппаратная поддержка видна во всех диагностических утилитах (например GPU-Z, а простейший вариант это clinfo встроенная в SVP)
либо нет

с этим вашим "crimson" вообще надо аккуратнее, т.к. он официально не поддерживает <= 6xxx, а так же затем переименованные версии

By default, MPC HC is set to use some filter called "madVR" but it's marked "unavailiable"

it' possibly a bug in the installation script, I'll check

SVP doesn't alter luma range in any way.
This's only up to video decoder and/or video renderer - for example LAV video decoder has an option to choose output range.
