first message:
1080i/50fps ... SVP thinks they are 23.974 fps and messes up the interpolation playing them at 59.94 (2X)
what I can see in the log:
1080i/60fps ... SVP thinks it's 29.970 fps ant plays it at 49.95 (x5/3)
obviously if you "force it to do 2X" you'll get 60 fps, and it won't be any fluent playing on the 50 hz screen
SVP thinks exactly what MediaInfo thinks, plus ffdshow's readings can switch source frame rate value at runtime.
Messages from SVP's log could help 
There's a nasty packaging error in .96 release, we will fix it ASAP.
If you can't even start the app, the quick fix is
brew install mediainfo====

SVP 4 Mac updated to rev.96.
...though previous rev.91 may not notify about update available, investigating... 
New .96 build works fine in Ubuntu 16.04 - many small issues fixed, SVPtube 2 works out-of-the-box now.
you can try to install ffdshow directly using the official installer

DO NOT "maximize" all SVP settings just because you have 5820k
obvious suggestion is to disable video-sync-* options
SVP is an application that needs access to an unprotected raw video stream. This's the answer...
But you'd better try how it works (and what is more important - IF it works for you) with some 3D BD images first.

The best way to do deinterlacing is via LAV video decoder. Then you'll get a choice between 25/30 fps and 50/60 fps modes. By default SVP assumes the latter case and won't process the video. If you choose first method then you'll need to unchecked corresponding option in the SVP main menu.
turn off "outer lighting", it's not supported by this method

99% it's a drivers issue. Intel drivers for the newly released hw always was a little bit... unfinished

Т.е. намек на то, что возможна ситуация, когда два соседних кадра отличаются по содержимому, но полоска находится в точности на одном месте?
Не представляю как такое может получиться. Не может.
Обратная ситуация (кадр "залип", но полоска изменила положение) - возможна и описана в истории...

ok, what about playing native 60 fps video w/o SVP?
May I suggest to turn off GPU acceleration in SVP?
I don't like that:
HD Graphics 620 ... Base clock (MHz) 300 ... Boost clock (MHz) 1000-1050
May it's a GPU part that throttling somehow
ok, it's a Qt's one
it tries to re-scan network configuration every 10 seconds which lead to the wi-fi glitch on MacOS
