may be for some reason 120 fps at resolution higher than FullHD is a bottleneck (video renderer? try simple EVR, madVR)

App. settings -> Additional options -> Processing threads = Auto ?
ran out of ideas 
mine 1700 + 1070 play anything including 4K with almost any settings
if you're on 32-bit player - try MPC-HC 64-bit at the first place

Considering you do the final downsample by keeping every 5th frame in the sequence - Math is not agreed You should get identical frames in both cases.

Раз уж добавлена функция отключения заполнения полей в оконном режиме - было бы неплохо отключать режим показа синей рамки (при выбранном пункте меню "Размер кадра") в полноэкранном режиме плеера.

в принципе SVP должен видеть изменение частоты и переключиться на нужную когда она придет в норму
по крайней мере с ониме с разным fps в разных частях одного видео это работает
дык, из лога не видно, какая частота определяется если включаешь IPtv при работающем SVP
в процессе - 25 fps, а при старте что?
где-то был параметр задержки включения уплавнения
правда не уверен что в таком случае это поможет....
