Скорость - в теории, на 1660 и на 2080 будет работать с одинаковой скоростью ибо сказано:

SVP can't react to these 5-secs-or-less-long 30 fps parts.
Just set up a profile with a fixed multiply rate ("Movie x2" for example) and profile condition "Is VFR = true"

нет, но не потому что он 64-битный, а потому что не использует DirectShow кодеков
плееры из комплекта Windows можно подружить с SVP только если они 32-ух битные
