What is "Force the exact value" under FPS change option? Does it do good or bad? It force 120fps if on and 119.88 when of. Which one  is better?

Should I use 5x or 120fps for better smoothness?

I want to build an HTPC. I will use Kodi standalone with GBM and MPV as the video player. How can I use SVP with this setup? I haven't built the system yet and I don't have a GPU that supports Wayland and GBM, so I can't test. I currently have an NVIDIA 470x-series card. How can I use SVP in Kodi, because if I'm correct, I can't run other window managers except Kodi? Is there any way to use SVP without running its GUI, manager, or service? Also, should I buy an RTX 5090 for RIFE AI? How many FPS can I expect in 4K with the smoothest frames if I don't care about artifacts?
