I figured out what the problem was.
The stand alone installation didn't install correctly.
You can't even uninstall it as I showed in my post.

The solution was to move/delete the whole folder from program files.
Then use the online installer instead of the stand alone installer.
After that I got things working fine.

You might want to check the stand alone installer so that it installs correctly.
