Thanks for the suggestions! I'll respond to each one:

1. Seems like this option was checked by default.
2. The frame rate is indeed 23.810 for my HorribleSubs files.
3. I was under the impression that I needed ffdshow raw video filter for SVP to work. Should I use LAV on top of it? Will there be any interference? I'm not all that educated on how video filters work.

I've been using SVP 4 Pro with MPC-HC 64-bit for viewing anime in the past few weeks. I've noticed that when I start a file from the beginning the video lags behind the audio for a split second, but it goes away if I let the video play for a bit and then rewind for 5-10 seconds. I've tried the default audio/video renderers as well as madVR and ReClock, but this behavior always happens. Any suggestions would be greatly appreciated. I'm running on a laptop with Windows 10 64-bit, 16GB of RAM and a GTX 755M video card. If you need any more info about my system or video player settings please let me know.
