No. In any real task one of component will be bottle neck.

So, if you want to get 100% load of CPU and GPU use synthetic stress tests

If i use preset slow, I use 20% of cpu and 50% gpu @ 150 framerates.
Somehow when i use preset medium or fast, it uses 90% of cpu but 30% of gpu @450 framerates.
Still Figuring it out.

Video Encode and Video Encode 1 adds up to 100%.

If you press button "?" you will get a manual of opts.
preset=slow - hq 2 passes
preset=fast - hp 1 pass

hq - high quality
hp - high preformance

About CPU and GPU load of 50%. Select another block in GPU section if you using TaskManager. You will see 100% load of some of them. For example: CUDA, Compute_0, Compute_1, Video Encode

I am trying to figure out what those opts mean.

For example what would happen if i double b's value or set preset=fast. I am trying to increase the performance for transcoding.

How do i improve transcoding time or get better quality?

It's barely using any cpu and GPU is only at 50%.
