			<description><![CDATA[<p>Hello, </p><p>I have a 4k mp4 video file that is at 30fps with 10Mbps.</p><p>When I go to transcode it into 60 fps, the minimum bitrate possible is 40, pushing the quality and bitrate slider all the way to the left. (Using NVENC H.265)</p><p>How can get it to the minimum so it at least matches the original file bitrate of 10? Or must it be re-encoded at 4 times the original bitrate for some reason? I went ahead and did the transpose and the output was in fact four times larger than the original ...</p>]]></description>
